If you happen to be doing this from Windows Server or other secure system, you may need to enable downloads.  Click Server Manager – Local Server – IE Enhanced Security Configuration – change the On to Off for administrators – Close browser then reopen browser.  An Akamai NetSession Interface may come up asking you to download the installer.  It is fine to allow the Installer to download and install.  This is the Content Delivery Network Microsoft uses so the bits are downloaded close to your physical location.
